Lost title, but it is Clean! Unknown registration situation?

Customer spent over $5K on customizing with Lossa Engineering, then let it still in a backyard covered for 10+ years.  For sure needs carbs cleaned, battery, oil changed and possibly honed and new rings.  Some moisture got into the cylinders, compression not great.  It could also just be stuck rings?  Missing side covers and points covers and air filters.
